Job Description

We have a position for a Technical Analyst with one of our clients in San Diego, CA for an initial contract duration of 1 year. No third party candidates considered for this position.

Constructs, builds, repairs, and inspects Hybrid Fiber Coax (HFC) networks to provide voice, video, and data to residential and commercial customers. Coordinates with other utilities for permits, joint trench, pole applications, and service issues.

Construction Crewmember I, II & III

  • Constructs new and rebuilds aerial hardware including strand placement, tensioning, grounding, bonding, guy and anchor installation. Assures grounds are at or below maximum allowable resistance for proper network protection. Responsible for maintaining proper spacing from energized conductors as well as height requirements as prescribed in the GO05, GO198, NESC, NEC, utility and client construction specifications.
  • Lays conduit and install joint trenches for underground cable while coordinating with other utilities.
  • Repairs and maintains overhead and underground lines. Responds to and determines proper course of action in emergency call-in situations to repair damaged cable lines. Replaces or reroutes cables and splices electronic equipment.
  • Participates in the construction and /or repair of fiber, coax, and copper plant for networks. May coordinate and inspect work done by contract labor.
  • Performs routine work to locate and mark underground cable lines in order to perform digs and other construction work to minimize cable damages.
  • Inspects for location of placement of facilities, work of contract labor, depth trenches and follows underground construction standards. Marks placement of cable plant.
  • Coordinates contract labor for construction projects and inspects final work.
  • Uses computerized tools and programs (Oracle) to coordinate bill of materials, purchase materials, maintain inventory levels, reconciles invoices, street release forms, zone changes, as well as computerized mapping systems.
  • May splice, repair, and activate fiber optic circuits and implement corrective and preventive action. May assist with the maintenance of fiber transport system, nodes and reverse laser transmitters and receivers.
  • Ensures that work performed in a timely and professional manner and meets all regulations, specifications and standards set forth by the company and government agencies.
  • May enter data into computerized databases to track homes passed, maintain serviceability information, or node splits.
  • May obtain construction permits, utility permits and pole applications including make-ready, right-of-way, railroad, road bore and crossing permits. Create and file traffics plans for construction projects.

Construction Planner I

  • Performs field engineering of proposed projects and ensures alternative routing delivers the most cost effective design for construction.
  • Coordinates all customer implementation activities including site walk-throughs, node placements and subcontract labor.
  • Coordinates contractor work, coordinate and/or obtains permits, access, or ROW agreements where applicable, distributes design prints and other necessary working documents. Negotiates and approves design or construction changes.
  • Researches and reviews plans, gathers necessary data and listing material requirements for project.
  • Coordinates with public works personnel, developers, commercial customers, building owners, and utilities on joint trench projects.
  • Maintains workflow databases and updates schedules. Participates in managing and estimating (revenue-delete) cost forecasts, material planning, capital and expense budgets.
  • Estimates construction costs, prepares budgets, and tracks expenses.
  • Participates in managing and estimating revenue forecasts, material planning, capital and expense budgets.
  • Verifies serviceability, surveys proposed service routing, and estimates material, construction, and labor costs.

  • All construction planner duties for residential and commercial projects
  • Establishes aggressive timelines for work to ensure project meets due dates
  • Able to read and interpret civil engineering drawings and DOT as well as all applicable rules and regulations.
  • Ability to function as a company representative with other utility and state/local entities.

Construction Planner III

  • All duties typical for a construction planner level I & II for residential and commercial projects
  • Ability to plan and supervise all aspects of construction such as node segmentation, road widening, bridge, wide-load moves and backbone changes.
  • Able to plan and manage large upgrade projects utilizing a third-party contractor or in-house personnel.
  • Ability to ensure fiber splicing is completed in a timely manner while following all client processes and procedures.

Const Svc Supt Spec I

  • Receives, routes, tracks, and pays invoices for contractors.
  • Develops and maintains effective, efficient filing system to maintain paperflow and ensure data is retrieved quickly and as needed.
  • Creates and assigns capital project numbers for financial tracking based on approved construction naming standards.
  • Creates and runs reports in enterprise supported software to track department capital and expenses.
  • Support construction department with assigned tasks.
  • Updates and maintains all project databases and spreadsheets to ensure accuracy and timeliness of work.
  • Responds to incoming calls, resolves requests and complaints in a timely manner and uses positive, professional and effective communication to provide excellent customer service.
  • Organizes workday to maximize productivity and uses efficient and effective time management skills.
  • Builds effective and professional working relationships with co-workers and the corporate office, outside vendors and contractors.
  • Works closely with finance to ensure capital projects are opened and closed in a timely manner to support accurate budget forecasts and spending reports.

  • May generate tickets to SOC for network events utilizing enterprise established tools and software

Right-of-Way Agent I

  • Collects data and information to identify potential projects for DOT
  • Able to read and interpret civil engineering drawings and DOT as well as all applicable rules and regulations.
  • Ability to function as a company representative with other utility and state/local entities.

Typical Training / Experience - HS diploma, GED or relevant work experience; Specialized skill training/certification may be required; 2-5 years of experience in area of responsibility required

Requirements:

  • Ensures ECR, Enterprise Change Request, tickets for fiber impacting instances are accurately created and dispositioned.
  • Ensures that customer impact analysis reporting is created and implemented to ensure that service impacting alarms and customer notification is documented for Outages or service affecting disclosure.
  • Ensures that all tickets in the queue are tracked and reported on with a monthly read-out highlighting results with a score card, and if necessary, where improvements are needed.
